Healthcare 101: Seniors’ Mobility and Enabling Fund

The Seniors’ Mobility and Enabling Fund (SMF) assists Singaporean elderly with ageing in the community by providing holistic support to caregivers.
This support comes in the form of subsidies to offset costs of home healthcare items and assistive devices.
SMF subsidies available
For elderly living at home, here is more information about SMF subsidies for home healthcare items and assistive devices.
1. Home healthcare items
Some elderly who are frail and eligible for nursing home stay may choose instead to stay at home with the support of home healthcare services in their community.
For these elderly, SMF subsidies for home healthcare items like catheters, milk supplements, thickeners, adult diapers, nasal tubing and wound dressing are available.
Eligibility criteria for home healthcare items

2. | Assessment | Care recipient must undergo an assessment by service providers to determine the need and type of healthcare items required |
3. | Care services | Care recipient must be receiving care services from one of the following:

4. | Household monthly income | Care recipient and their household must have a household monthly income of $2,000 and below
OR
Annual Value (AV) of residence reflected on NRIC of $13,000 and below for households with no income |
5. | First-time application | Care recipient must not have any other subsidies for the same items |
How to apply
For assistance with your application for SMF home healthcare items subsidies, do approach your respective home healthcare provider for
- Home Medical,
- Home Nursing,
- Home Palliative Services, or
- Integrated Home & Day Care (IHDC) Package.
2. Assistive devices
Assistive devices are items that help elderly to move around like walking sticks and wheelchairs.
They also include items elderly may require in the home like commodes, pressure relief cushions, hospital beds, spectacles and hearing aids.
It should be noted that SMF subsidies for assistive devices are provided through application only, reimbursement for any purchase prior to an approved application is not allowed.
Eligible seniors are able to apply for
- Replacements of devices when their current devices reach the end of their life-span (refer to the device category’s black-out Period)
- Customised and specialised devices
Eligibility criteria for assistive devices

5. | Residence | Care recipient must not reside in a nursing home or sheltered home. |
6. | For motorised devices | Care recipient’s caregiver must
Care recipient must not have the ability to use a manual wheelchair independently.
Care recipient must be mentally and physically able to safely use a motorised device. |
7. | For replacement application | For devices that have reached the end of their life-span (based on the device category’s black-out period), a self-declaration that the device is no longer usable is required when applying for a replacement device. |
